Issue Description
Q:
Version:S9300 V100R003C00SPC200
One S9300 device interconnect with C factory device,it found that S9300 device sent lot of ICMP unreachable information to Cisco device,so configure undo icmp host-unreachable send command under Vlanif888 interface,but lot of ICMP unreachable information sent out.

Alarm Information
Through debug,find that the command does not work:
ICMP Send: host-unreachable(Type=3, Code=1), Src = 192.168.123.1, Dst = 192.168.123.2; Original IP header: Pro = 1, Src = 192.168.123.2, Dst = 100.100.100.2, First 8 bytes = 08007858 016A0017
ICMP Send: host-unreachable(Type=3, Code=1), Src = 192.168.123.1, Dst = 192.168.123.2; Original IP header: Pro = 1, Src = 192.168.123.2, Dst = 100.100.100.2, First 8 bytes = 08007078 016A0019

undo icmp host-unreachable send command did not send ICMP host-unreachable packet in the situation of public network cannot find the route. but it configured L3VPN under Vlanif888 interface in current network, it belongs to private network, the packet did not limit to send.
The current version cannot solve the problem, the R&D will solve the problem in the version released in 2012.
