Apply flow policy 1 on interface,add the traffic for vlan100 and vlan101,when vlan100 traffic is below 6M,vlan101 traffc is below 8M,2 flow will be assureed that no packet lost, when vlan100 flow more than 6M,vlan101 traffic more than 8M,the two flow will lose the packet. the total bandwidth of  2 flow share car16M. level 2 sharing car cannot limit level 1 car cir,it limit the traffic that more than cir but less than pir. the level 2 sharing car should be between cir sum and pir sum,nor the sharing car will be insignificance.
