Issue Description
The subrack can’t power on after E8000E dc power up, the board doesn’t work, the input indicator light of power supply is bright, but the output light and the alarm indicator light don’t bright.

Handling Process
Let the customer repeated to power on onsite, the phenomenon is still, after connected the power supply, the input indicator light will be bright in 30 seconds, and other lights have no reaction, to plug power supply again, the phenomenon is still, through measuring found the dc input range is - 53 v, meet the requirements. Check the power barcode, learned that this is an ac power supply, due to input the dc power, it can't work normally.
Under normal condition, after input power supply, the input light and output indicator light will bright immediately, it won't have 30 seconds delay time, when the input voltage is too low or too high, the alarm indicator light will bright.
Root Cause
1, power supply faults.
2, input voltage does not meet the requirements.
3, the input power type error.
This case is caused by the third reason.
