Issue Description
Installation scene: reuse database.
In the installing process of network management, the database configuration dialog prompts sa failed to connect database.

Handling Process
1. Ensure that the server’s NIC is in UP state.
2. Stop SQL Server service.
3. Delete “server\common\toolkit\server\ftpoption” file in the network management installation directory.
4. In the operating system desktop choose "start > all program > Microsoft SQL Server > inquires the analyzer", open the SQL Server inquire analyzer.
5. Use this local IP as service name.
6. Check the box "if SQL Server has stopped, then start it".
7. Connect to use the "SQL Server identity authentication" mode, and input "login name and password, click the" ok ". Check whether the SQL Server service can be started.
If the connection failed, please confirm whether the database password is correct. 
8. Connection succeeds, and uses isql command in the command line window inspect can establish database connection.
Input isql command in the command line window of operation system, the command format is as follows:
>isql-SVSMSERVER-Usa-Pxxx
The VSMSERVER is the name of database server, sa is database user name, XXX is the login password of database user. If appear as follows hint, namely it can normal connect with database server, the database has been successfully installed.
