TCM can't search TC even the IP is reachable

Issue Description
TCM version:3.6.01
TC model and version: CT2000  1.10.06
Symptom:When searching the thin client from TCM Portal,the result list is empty;
                 When adding a thin client with the specific IP,failed also.
              
Alarm Information
None.
Handling Process
1: Ping from the TC to TCM,and ping from TCM to TC,the IP is reachable;
2:Telnet the default communicate port 8000 of the TC from TCM, it's working;
3: Telnet the default communicate port 8081 of TCM,it's working;
4:Check whether the default communicate port of the TCM is occupied:
a: Login the TCM server,open cmd,and run the command "netstat –ao",check the PID of the port number 8081;
b:Open task manager,check the service name of the PID,find the service name is not "UnitedWeb",
that mean the default communicate port of the TCM is occupied.
5: Disable the service which occupy the 8081 port or reinstall the TCM using another service port.
Root Cause
There are many reasons may cause this issue:

1: The IP is not reachable;
2: The communicate port was blocked by the firewall;
3:The default communicate port of the TCM is occupied by  some other service;
4: The TCM server has multi NICs,but the servie IP of the TCM can't ping the TC.
Suggestions
If the default communicate port of the TCM is occupied,we need to disable the service which occupy the 8081 port or reinstall the TCM using another service port.
