Issue Description
Failed to start WAS, the output as below when run 
  
    /home/cti/was/apache-tomcat/bin/startup.sh

Handling Process
1. backup the current logs in /logs/log/WAS by "cp" commend.

2. delete old logs by below commend:

cd /logs/log/WAS
rm *

restart was by command:
       /home/cti/was/apache-tomcat/bin/startup.sh

1. run ll /logs/log/WAS to check the privilege of the log files:

we found cti user don't have privilete to read or write the log files. that is why WAS start failed.

this problem is because of customer try to start the WAS by wrong user. the install user is "cti", but he tried to start it by "root".
