the interconnection issue between NE40 and ME60

Issue Description
NE40E connected ME60 directly with primary interface and sub-interface ,it's not reachable between each other on primary interfaces , but communication between sub-interfaces is ok.

the problem is solved .
Root Cause
1. check mac address table and arp table on ME60 firstly .

2. check left configuration and interface configuration , found the function of bas has been configured on ME60 , by default , the inferface will not learn mac address and arp table if the function of bas has been enabled on interface , which needs to be configured with authenication function .

3. check the configuration again on ME60 , found the related configuration of authenication and domain has been configured on the layer 3 sub-interface , it's why there's no similar issue on sub-interface . in order to implement the same communication , related configuration need to be configured on primary interface as well.

Suggestions
By default , the inferface will not learn mac address and arp table if the function of bas has been enabled on interface , which needs to be configured with authenication function togetherly on ME60.
