Issue Description
Fusioncompute R3c10SPC600, when import the license file, get an error "The license resources are insufficient"


Alarm Information
The license resources are insufficient.
Handling Process
1,Because the license control point is the number of CPU.
When we received this error message, that means the license is insufficient. For example, if the license contain 8 CPUs, and in the cluster, the total number of physical CPU exceeds 8, we will get this error.

2,There are 3 CNA  in total and there are 2 physical CPUs in each CNA, that means the license must contain at least 6 CPU, and actually the license only contain 4 CPUs.

3,Advise customer to purchase a new license with sufficient CPU or remove one CNA out of the cluster
