the call disconects when a Softco user makes a hook off

Issue Description
the POTS users are all connects to Softco. for example:
the user A calls to user B, B picks up the phone and talks to A. then B presses hook off button and prefers to transfer call to C. but the call suddenly disconnects.

this issue is usually related with hook off time limit level. 
as for Softco5816, if the POTS users connect to SoftCo5816 rack, do the comand:
config hookflashtime mpu lowerlimit <30–1000> upperlimit <30–1000>;
you can set the lowerlimit and upperlimit to a appropriate time. test more times and choose the best settings.

as for SoftCo5816, if the POTS user connect to user box, do the command:
config hookflashtime subbox no <1–4> lowerlimit <30–1000> upperlimit <30–1000>
you can set the lowerlimit and upperlimit to a appropriate time. test more times and choose the best settings.

as for SoftCo9500, if the POTS user connect to user box, do the command:
config hookflashtime subbox slot <2–9> port <1–4> lowerlimit <30–1000> upperlimit <30–1000>
you can set the lowerlimit and upperlimit to a appropriate time. test more times and choose the best settings.
