network interruption caused CCS Active/Standby switching

Issue Description
CCS Active/Standby switching happens unexpected. All agents are forced logout.
Handling Process

open this log $ICDDIR/log/CCS.log, we found below information

From this log, we can see that the hartbeat logs for 6 times, which caused the Active/Standby switching happened. Both ICDcomm heartbeat and Direct Chunnel heartbeat are lost. we need to check if the peer server crushed at that time. By checking the ccs.log of peer server, we found it running properly at that time. so we can sure this is caused by network problem.

Check and solve the network problem.
