Issue Description
NE20E-S provide 1:1 and 1+1 protection for GRE service boards to enhance GRE service reliability.How to deploy GRE Hot-standy in different scenario?
Solution

1. 1:1 protection GRE support distributed mode only, it's not necessary to set target-board in this mode.Also, keep in mind that tunnel interface must be one-dimension, refer the configuration below:

2. 1+1 GRE support both distributed mode and integrated mode, refer the configuration below:

distributed mode: The configuration is same sa 1:1 protection GRE distributed mode.

integrated mode: In this mode, use "target-board" to configures the mapping between a Layer 3 interface and GRE service boards. One more important point is configuring tunnel interface as three-dimension, otherwise the tunnel interface cannot get up.
