Issue Description

User wants to get optical TX/RX power in NE40E via SNMP tool.

After SNMP walk the OID, result value is inaccurate.

The SNMP walk value expands by 100 times, so the real TX/RX power of the interface should be reduced 100 times.

For example:

The real optical power is -287 /100 = -2.87dBm
