Issue Description
The custmoer cannot make incoming calls through the QSIG trunk and after checking the call logs it display protocol error

Handling Process
1.Check the call logs and found that the call recived but not forward to the extention 
2.Check the call logs with the LMT and found that there is error called  protocol error
3.Chenck the softargue parameter 470 :Whether handle the status message received from QSIG trunk
