Issue Description
After an NE80E on the IP bearer network of a carrier is upgraded from V3R3 to V6R1, the number of VPN routes becomes smaller.

The change of the total number of VPNv4 routes is small after the upgrade. In particular, the number of VPNv4 routes is decreased by half in VPN instances ChinaMobile_NGN_Media and ChinaMobile_NGN_SG.

Root Cause
On the NE80E of V3R3, all VPNv4 routes are injected into VPN instances. On the NE80E of V6R1 and later versions, VPNv4 routes are selected for the same RD. Only the optimal VPNv4 routes are injected into VPN instances. Therefore, the number of VPNv4 routes in VPN instances is decreased.
Solution
On the NE80E of V3R3, all VPNv4 routes are injected into VPN instances. On the NE80E of V6R1 and later versions, VPNv4 routes are selected for the same RD. Only the optimal VPNv4 routes are injected into VPN instances. Therefore, the number of VPNv4 routes in VPN instances is decreased.
Suggestions
When the device is upgraded from V3R3 to V6R1, check whether the number of active routes in each VPN instance is consistent. For example:
