Issue Description
The NE80E of V3R2C01B053 cannot establish a BGP VPLS peer relationship with the M320 of J vendor.
The status of the BGP VPLS peer is OPENSENT to IDLE.

Handling Process
1. Check the configuration.
2. Check whether the parameters configured on the two ends are inconsistent.
3. Check other possible causes.
Root Cause
When establishing a BGP VPLS peer relationship with a device of J vendor, a device must establish a BGP VPNv4 peer relationship with the device of J vendor. However, Huawei devices do not require the configuration of the BGP VPNv4 peer relationship.
Solution
1. The alarm information shows that the NE80E receives an incorrect OPEN packet from the M320 of J vendor. "00 01 00 81" in the packet is a BGP capability notified by the M320 of J vendor. Huawei devices cannot identify this capability.
2. From the analysis of engineers in J vendor, "00 01 00 81" indicates that BFD for VPN multicast is supported. After "00 01 00 81" is deleted from the packet, the BGP VPLS peer relationship still cannot be established.
3. By observation, it is found that when establishing a BGP VPLS peer relationship with a device of J vendor, a device must establish a BGP VPNv4 peer relationship with the device of J vendor.
4. After you establish a BGP VPNv4 peer relationship between the NE80E and the M320, the BGP VPLS peer relationship is successfully established.
Suggestions
