ME60 version: V600R002C02
A protection tunnel is set up between two directly-connected ME60s. The ME60s implement BFD detection through the connected S9306. During the test, the ME60s can ping the directly connected interfaces on the S9306, but the VRRP primary/backup relationship cannot be set up.
Handling Process
Run the mode user-termination command on the Ethernet interfaces of ME60s. After the user termination mode is enabled, the VRRP primary/backup relationship cannot be set up between ME60s and no alarm is displayed. Check VRRP information as follows:

The preceding command output shows that BFD sessions have been established. After the non-user termination mode is configured on the Ethernet interfaces, the VRRP primary/backup relationship can be properly set up. Check whether VRRP configurations have been changed after the user termination mode is configured on the Ethernet interfaces.
Root Cause
The dot1q vrrp termination vid command is not executed on the VRRP termination subinterfaces.
Solution
The configuration of the mVRRP subinterface is as follows:
interface GigabitEthernet1/0/1.1
 control-vid 2 dot1q-termination rt-protocol
 dot1q termination vid 2
 ip address 60.219.27.74 255.255.255.248
 vrrp vrid 1 virtual-ip 60.219.27.73
 admin-vrrp vrid 1
 vrrp vrid 1 priority 150
 vrrp vrid 1 preempt-mode timer delay 120
vrrp vrid 1 track interface GigabitEthernet1/0/0 reduced 40
vrrp vrid 1 track interface GigabitEthernet2/0/0 reduced 40
 vrrp vrid 1 track bfd-session 10 peer
 arp broadcast enable

The dot1q vrrp termination vid 2 command is not executed on the subinterface. The dot1q vrrp command is used to specify the tag value of Dot1q data packets for maintaining VRRP status. By default, no tag value is specified for Dot1q data packet on a termination subinterface for maintaining VRRP status. In the hot standby configuration, VLAN 2 functions as the management VLAN of VRRP. By default, no tag value is specified for Dot1q data packet on a termination subinterface for maintaining VRRP status. Therefore, the VRRP primary/backup relationship cannot be set up. The correct configuration is as follows:
interface GigabitEthernet1/0/1.1
 control-vid 2 dot1q-termination rt-protocol
 dot1q termination vid 2
dot1q vrrp vid   2   //Dot1q data packets with tag 2 are configured to maintain VRRP status.
 ip address 60.219.27.74 255.255.255.248
 vrrp vrid 1 virtual-ip 60.219.27.73
 admin-vrrp vrid 1
 vrrp vrid 1 priority 150
 vrrp vrid 1 preempt-mode timer delay 120
vrrp vrid 1 track interface GigabitEthernet1/0/0 reduced 40
vrrp vrid 1 track interface GigabitEthernet2/0/0 reduced 40
 vrrp vrid 1 track bfd-session 10 peer
 arp broadcast enable
Suggestions
1. When the non-user termination mode is configured on the Ethernet primary interface, all sub-interfaces need to be deleted, which affects services. Exercise caution when you use the termination mode of the Ethernet primary interface of the ME60.
2. After the user termination mode is configured on the Ethernet primary interface, the VLAN termination mode and VRRP configuration change.
