Issue Description

Why can Layer 2 interfaces on an STP-disabled NE40E V600R001/V600R003 housing LPUK boards transparently transmit STP BPDUs?

Networking:

Switch network A – NE40E – switch network B

BPDUs ---------->------>-----------> BPDUs

The STP is enabled on switch networks A and B. Packets are forwarded at Layer 2 by LPUK boards on NE40E.

Because of Layer 2 packet forwarding implementation, LPUK boards on NE40E V600R001 or V600R003 transparently transmit BPDUs as common packets even if STP is disabled. If LPUG boards are used, BPDUs are not transparently transmitted.
