Issue Description
MA5200F is upgraded to MA2.10-7145 release, and uses HGMPV2 to manage a switch, but the switch cannot register normally after reset once it is down.

Alarm Information
No

Handling Process
  1. Once MA5200F is upgraded to Release 7145, the switch that was managed by HGMPV2 cannot update the list.

2. Via checkup, it is found that the ndp and ntdp on/off of equipments are off. After ndp and ntdp are enabled, re-establishing a list in cluster succeeds.

Since all the past manuals for MA5200F point out that both are defaulted to on, they may be ignored. In the new release, both are defaulted to off.

Use the display ndp and display ntdpcommands to check the state of on/off

3. After NDP and NTDP on/off of equipment are on, we could add and delete members for cluster normally.

Root Cause
It is because that NDP and NTDP are defaulted to off in release 7145, but both are on by default in previous versions. If switches have joined the cluster in the previous versions, they could also join it as well after upgrading; once it needs to add or delete a member to or from a cluster in case the switch is down, the off state of NDP and NTDP will fail the execution of commands.
