This comes from insufficient space in flash; use dir command to check the available space in flash.

55040KB total(14976KB free,14720KB preassign,256KB remain)
free represents for the available space in flash, preassign for reserved space, and remain for idle space. How much available space in flash depends on that of remain, not that of free. It needs at least 1M (1024K) of space for creation of a service tracert file, so if the space in FLASH is less than the value, it prompts failure when performing service tracert.
Apart from service tracert, if failure is prompted when creating files, check if the FLASH has enoiugh space.
