Root Cause
The base theory is:
For odd ip, the last digit in the 4th 8bit of ip must be 1
For even ip, the last digit in the 4th 8bit of ip must be 0

For example:
In the network segment 192.168.1.0/ 255.255.255.0,
the odd ip is shown in ACL is 192.168.1.1/ 0.0.0.254,
and the even ip is shown in ACL is 192.168.1.0/ 0.0.0.254
