Issue Description
The TSM software distribution file, the agent can not download properly.
Fault Type: Other Failures Symptom
The TSM software distribution, client can not download patches and upgrades client.
The client PCs can use CMD connect to the FTP server, and download files successfully. But in the IE browser FTP :/ / ftpip , log in and can not see the file directory .

Handling Process
The TSM FTP server default installation enabled 'passive mode' .
This mode in the deployed hardware firewall network can not be downloaded via FTP. When FTP settings are correct, also can not download , It possibly FTP FileZilla software random port has been stopped by the self device firewall or the hardware firewall .You need to set the FileZilla software random port range to fixed, as follows Figure:

Select 'Use custom port range' ,use a fixed port, such as 2000, and open the restriction of the port on the hardware firewall. 
Root Cause
1.Check FTP settings are correct, the correct settings are as follows:

2.Check the server and the client whether there are safety devices, whether only open FTP single-port service (to communicate with the client, there are multiple hardware firewalls between the client and the server, only port 21 is open.)
