Issue Description
PVC was not stabe and there were a lot of interface errors.

Handling Process
Upon analyzing interface counters the counclusion was that there is a L2 syncronization problem.The received clock signal was decoded in the wrong way so it was necessary to invert the coding/deconding scheme. The recommanded action was to apply the invert receive-clock on the WAN interface. After the command was applied the interface/PVC became stable.
Root Cause
To determine the root cause of this issue the state of the interface and the interface counters needed to be analyzed.
Suggestions
Always check the state of the interface and the interface counters.
If  the packet count is not a multiple of the byte count, run the invert receive-clock command
