Use the root user to start WAS cause WAS startup fail

Issue Description
CTI  platform ,version : V3R5C50,was can't startup.
Alarm Information
Check the log of was (catalina.out)
found that :
/home/was/was/apache-tomcat/webapps/conf/Tomcat-user.xml   permission denied . 
Handling Process
Back up this file ,then delete it .

su - was ,switch to was user ,and start the WAS

successful .
Root Cause
Cutomer may be try to start WAS use root user ,cause the file tomcat-user.xml below to root ,and WAS don't have permission to open it .
Every application should be started by the user ,that used to install the application .
