Issue Description
A user removes the battery from a mobile phone when the mobile phone is powered on. The user then uses an IP phone to call the mobile phone. A few seconds later, the user hears the busy tone, but not the normal prompt tone "Sorry, the subscriber you dialed is power off." In addition, the user sees an "An internal error occurred on the server." message displayed on the screen of the IP phone. However, when the user uses an IAD to call the mobile phone, the user hears the normal prompt tone "Sorry, the subscriber you dialed is power off."

Root Cause
The possible cause is as follows:
The peer device did not reply to the ACM in time. As a result, when the call is in outcallproceeding state, the SoftCo released the call after 15 seconds (the default value for outcallproceeding) has elapsed.
