Intra-Office Users Fail to Forward Calls to Outer-Office Users

Issue Description
Version: U1960 V100R001C01SPC400

Network: Carrier 1–PRA–U1960–R2–Carrier 2, where user A belongs to carrier 1, users B and C are registered with the U1960, and user D belongs to carrier 2.

User A makes a call to the U1960 switchboard. The call is allocated to user B. If user B configures call forwarding to user B, the call is set up successfully. If user B configures call forwarding to user D, the call fails to be set up.
Handling Process
Step 1 Check the forwarded-to number configured by the customer. The number is in the 9XXXXX format, which is correct.

Step 2 Make a call to user D directly as user A. The call is successfully connected. Carrier 2 can recognize user A.

Step 3 Check the outgoing call rights of user B. User B has the inter and local outgoing calls rights, which are the same as the rights of the outgoing call prefix for the R2 trunk. User B can directly make calls to user D.

Step 4 Since user A's call is connected through the VU switchboard, check the VU prefix. The VU prefix has only the inter right. Run the config modify prefix dn xxxx vuoutgoingright inter&local command to add the local outgoing call right for the prefix.

Step 5 Check software parameter 378. Default value 0 is used. Run the config softargu type 378 value 1 command to set software parameter 378 to 1, and the problem is solved.

Root Cause
1.  In call forwarding to an outer-office user, the forwarded-to number is configured incorrectly. Number change for outgoing calls is not considered.

2.  Carrier 2 performs calling number discrimination, and cannot recognize user A.

3.  User B does not have the right to make outgoing calls through the R2 trunk.

4.  The VU prefix does not have the local outgoing call right.

5.   Software parameter 378 for controlling the VU outgoing call right is set to 0.
