Issue Description
The CTI license is a temporary non-commercial license for ICD V300R005C15.
The license fails to be imported as an Active Server Temporary License.

Handling Process
The temporary license is different from the non-commercial license that is applied for from a specified website. The temporary license takes effect only in some time segments of a day. For example, the maximum number of PSTN calls supported by the official license is 300. If you want to change the maximum number of PSTN calls at peak hours to 400 and returns to 300 at off-peak hours, use a temporary license for peak hours. Therefore, load the official license before loading the temporary license.
