Root Cause
FXO (Foreign eXchange Office) is the user intterface for voice emulation, viz. 2-wire loop relay interface, which is often connected to the emulation telephone port at PSTN central site (PBX switch).  For PBX, it equals to a common phone port.  As a result, it cannot connect to telephone directly.
