No Ipsec Command is Available After a License is Imported

Issue Description
A customer purchases a license for the USG5300. After the license is imported and activated successfully, no ipsec vpn configuration command exists.
Alarm Information
Handling Process

1.          Open the license file using the notepad to check the firewall ESN and LAC. No error is found.

2.          Check the license status. The license status is active.

3.       Run the display firewall mode command to check the firewall status. The firewall is working in transparent mode. The ipsec commands are available only in routing mode.
Root Cause

1.          The ESN or LAC is incorrect.

2.          The license status is incorrect.

The firewall working mode is incorrect.
When you handle a small problem, check the possible causes one by one.
