Solution
In the Window environment, customer may be using window 2008 , WIndow 7 , Window 8 etc,
There is some rules restriction especially under window 2008 Server R2.
Then best is to included the step of how we share the Window Directory to "Everyone" or to the Administrator or the User Account.
Follow the Hedex step how to configure the FTP server and MCU FTP configuration.
After that added extra step as below to solve the problem :
- Create a Directory and Share it in Window first.
Example :  C:\Test  ( Share the C:\Test   to Everyone or Administrator or the user Account )
- Share with Everyone / The selected User in the PC / Laptop.

Problem solved and custoemer enable to Upload the File to MCU
