One NE20-8 at a site is added with an 8FE service board. Once it is plugged into slot5, it fails to register.

Check the version matching table, and the software the equipment is running supports the board; the board could register well at another NE20-8, so it is normal physically. Because the board is to expand the capacity of NE20-8, slot1-slot4 have boards with services already; perform test on slot5-slot8, and they cannot register.
NE20 has high- and low-speed slots, and high- and low-speed service board, so the service boards should be plugged into correct slots. Draw out the slow-speed service board in slot 4 and plug it into slot5, and then plug the 8FE into slot4, they could register normally.
1. For a new board, it needs to match the version matching table of software to make sure if the software supports the board.
2. The board is damanged physically.
3. The board is not plugged well.
4. A slot of the cabinet may be problematic.
