Issue Description
Controls over the mutual accesses between users under the same VLAN by all releases of MA5200

Alarm Information
No

Handling Process
For users under the same VLAN, MA5200 does not perform APR proxy by default, because the users under the same VLAN locate within the same broadcast area, and could receive the ARP packets directly from the peer. But in some cases (for example, users that access network via ADSL) users under the same VLAN do not locate within the same broadcast area, at this point:

In MA5200 (R009) release, turn on the switch of proxy-arp-vlan to perform forced ARP proxy for users under the same VLAN by MA5200, realizing mutual access between users. The command should be executed in interface mode, and valid for users under the interface. It defaults to off. Note: the precondition is ARP proxy must be turned on in system mode, with the command as arp-proxy enable which is turned on by default.

In MA5200FR007 release, execute arp-proxy command under portvlan view to turn on the switch for ARP proxy for users under the same port VLAN; by default, ARP proxy switch is turned on.
