NE80E GE Is Configured with IPV6 Address, and It can Ping to the Peer but the Link Layer is Down

Issue Description
NE80E 1/0/0GE is configured with IPV6 address, and it is connected to NE20-4. However, the link layer of 1/0/1 is down although it can ping to the peer, as follows:
