The ISO VM can't login after restarting

Issue Description
Mini-VDI TR6 version.
The customer need French win7 VM, so we use a French ISO file to make the image.
We need restart the ISO VM when making a image.The ISO VM is a French version, after the system restart, we input the administrator account and password, but we can't login the ISO VM.
Alarm Information
The username or password is not correct.
Handling Process
Configure the image making tool
1 Open the following two files under the C:\software\Mirrored\Config directory using
Notepad.
– Multi-lang.xml
– language-id.properties
2 Select the identifier of the image language in language-id.properties.
the identifier for French is fr-FR.

3 Modify Multi-lang.xml according to the identifier.
Modify the following italics in the file, and replace fr-FR with the identifier of the required
language.

4 Save and close Multi-lang.xml.
Configure the ITA supporting multiple languages
Refer to the Appendix section A.11in the document<Desktop Cloud M1 Service Management Guide>.
Root Cause
It was a French windows 7 system, the name of administrator is not "administrator", it's "administrateur".
The customer didn't modify the Multi-lang.xml file to identify the the name of administrator in French, so the system can't recognise the account name when the customer input "administrateur".
Suggestions
If the language of the image OS to be made is not English, we need to modify the configurations of
the image making tool and Manually add language configuration items (CIs) on ITA server so that the system can
create virtual machines (VMs) using multi-language images or assign VMs, and add or remove
users for VMs assigned in the one VM-multiple users mode.
