Unable to upgrade privilege level because of superuser configuration

Issue Description
Customer was unable to connect to device CLI. Check the configuration we saw that super user password was configured and this overule local user authetication.

We can see that privilege level is not configured. We will need to enhance privilege level. 
Alarm Information
when we try to upgrade privilege level we receive this error. 

Error: Low-level users are not allowed to create, delete, or modify high-level users.
Handling Process
This problem appear because of superuser password configuration. How to solve this:

1.       Disable super user password
[Huawei] undo  super password level 3

2.       Then log off and log on again
3.       Try to adjust privilege level for ftp/ssh user.
