New board inserted on device does not power on

As the command shows, the board inserted on slot 5 does not power on, and is unregistered.

The customer say that this board is brand new, and it was inserted on another device, working fine.
Alarm Information
1- The board does not show any led when inserted, like not receiving power supply

2- The logbuffer is very clear about this issue, the power supply on the device is not enough:

Handling Process
1- We asked for the display diagnostic output, and in the log we saw the power message.

We have recommended customer to remove 1 not-used board or extend the power supply.
