VC state is DOWN on AR3260

Issue Description

The problem is that although the LDP session is UP the VC state does not change to UP (remains in DOWN state.) -- please refer to outputs below:

Solution

After i confirmed the configuration is correct i noticed that the AR doesn't have a proper license activated for the L2VPN service. This happens because MPLS L2VPN is a value-added service and can only be used with proper licensing. After i uploaded the license the VC state turned to UP and services were available on this link:
