Issue Description
In NAS-Initialized Networking Where an LAC Sets Up an L2TP Tunnel Through PPPoE Dial-up, Why Does the LAC Receive Lots of Fragments While the LNS Sends None?
Solution
The MTUs of packets from the LAC to its connected users are negotiated MRUs during PPPoE dial-up. When the MTU of packets sent from the LNS is larger than the MRU negotiated by the LAC, they are fragmented by the LAC on arrival.
