Procedure
- Judge whether the neighbor relationship needs to be established on the interface. If so, go to Step 2; if not, go to Step 3.
- Run the is-level command to configure proper levels for the two routers between which the neighbor relationship is established. If the levels are correct, run the network-entity command to reconfigure NET for the routeres.
