MPLS/4/VSI_ADD_MCTBL: Add multicast table failed when create forwarding entry for vsi [ULONG].

Procedure
- Check whether the multicast service is required.
- If so, go to step 3.
- If not, go to step 2.
- Delete the unnecessary multicast service. For details, see MCAST/3/OVER_INDEX.
- Run the display current-configuration command to check detailed device configuration. Run the undo vsi vsi-name command to delete unnecessary VPLS service.
- Run the vsi vsi-name command to create a VSI. Then, check whether the problem is rectified. If the problem is not rectified, go to step 5.
- Collect log information and configuration information, and then contact technical support personnel. You can collect diagnostic information using the display diagnostic-information command.
