Possible Causes

According to IETF standards, after an active alarm is manually cleared or is cleared because of the deletion of the associated object, the clearance event cannot be reported to the NMS. In this case, the device sends an hwAlarmClearedReportTrap notification to notify the NMS to clear the alarm.
