License Activation Failure

Symptom

The license activation fails if the following message is displayed after ACT LICENSE is run in the MML command window of the service ME on the client:

  • The parameter of file name is invalid. The format must be similar to LICXXX.DAT.
  • The license file does not exist.
  • The license file is expired. So it is invalid.
  • Failed to get the license control center information.
  • Operation times out.
  • The license is invalid because its ESN does not match.

Possible Causes

  • The license file is named incorrectly. A license file name must be prefixed with LIC and the file name extension must be .DAT, for example, LICXXX.DAT.
  • The license file is not uploaded.
  • The license to be activated has expired.
  • The license control center is not specified.
  • The module of the license control center is not running. As a result, commands issued to the host are not processed within the specified time, and the OMU displays a timeout message.
  • The equipment sequence number (ESN) specified in the license file is different from the ESN of the NE.
  • The system time changes, which is later than the expiration time.

Fault Diagnosis

  • Check whether the name of the license file is correct.
  • Check whether the license file exists.
  • Check whether the license has expired.
  • Check whether a license control center is configured.
  • Check whether any module is faulty.
  • Check whether the ESN specified in the license file is the same as the ESN of the NE.
  • Check whether the system time is later than the expiration time.

Procedure

    Check whether the name of the license file is correct.

    1. Run ACT LICENSE to check whether the command output is "The parameter of file name is invalid. The format must be similar to LICXXX.DAT.

      • Yes: Go to 2.
      • No: Go to 5.

    2. Start the FTP tool of the client to check whether the license file name in the License file directory of Remote Directory is correct.

      • Yes: Go to 23.
      • No: Go to 3.

    3. Start the FTP tool of the client to modify the license file name in the License file directory of Remote Directory.
    4. Run ACT LICENSE to activate the license again, and then check whether the fault has been rectified.

      • Yes: No further action is required.
      • No: Go to 5.

    Check whether the license file exists.

    1. Run ACT LICENSE to check whether the command output is The license file does not exist.

      • Yes: Go to 6.
      • No: Go to 8.

    2. Start the FTP tool of the client to check whether the license file to be activated exists in the License file directory of Remote Directory.

      • Yes: Go to 23.
      • No: Go to 7.

    3. Start the FTP tool of the client to upload the license file to the License file directory and run ACT LICENSE to activate the license again, and then check whether the fault has been rectified.

      • Yes: No further action is required.
      • No: Go to 8.

    Check whether the license file expires.

    1. Run ACT LICENSE to check whether the command output is The license file is expired, and thus is invalid.

      • Yes: Go to 9.
      • No: Go to 14.

    2. In the MML Command - CGP window, run DSP TIME to check whether the system time is later than the expiration time.

      • Yes: Go to 10.
      • No: Go to 12.

    3. Check the system time.

      1. In the MML Command - CGP window, run DSP TIME to check whether the system time is consistent with the local time.
        • Yes: No further action is required.
        • No: Go to 10.b.
      2. Check whether ALM-8702 The OMU Failed to Synchronize Time with the NTP Server, ALM-8703 The OMU Failed to Communicate with the NTP Server, or ALM-8704 Time Offset with NTP Server Beyond Synchronize Threshold is displayed in the Browse Alarms window of the client.
      3. Rectify the fault by following the procedure for handling ALM-8702 The OMU Failed to Synchronize Time with the NTP Server, ALM-8703 The OMU Failed to Communicate with the NTP Server, or ALM-8704 Time Offset with NTP Server Beyond Synchronize Threshold. Wait about 5 minutes, and check whether the alarm is cleared and the system time is consistent with the local time.
        • Yes: No further action is required.
        • No: Go to 10.d.
      4. Run LST TZ to check whether the system time zone and DST are consistent with the local time zone and DST.
        • Yes: Contact Technical Support.
        • No: Run SET TZ to set the time zone and DST for the system to the local time zone and DST.

    4. In the MML Command - CGP window, run ACT LICENSE to reactivate the license. Check whether the fault is rectified.

      • Yes: No further action is required.
      • No: Go to 12.

    5. Apply for a new license. For details, see 24.
    6. Run ACT LICENSE to activate the license, and then check whether the fault has been rectified.

      • Yes: No further action is required.
      • No: Go to 14.

    Configure a license control center.

    1. Run ACT LICENSE to check whether the command output is Failed to get the license control center information.

      • Yes: Go to 15.
      • No: Go to 17.

    2. Configure a license control center for the corresponding ME. For example, if the ME is the MSOFTX3000, run ADD CDBFUNC in the MML command window of the MSOFTX3000 on the client. To configure a license control center for the GU-HLR-FE/IMS-HSS-FE/USCDB, run SET LICCTRL in the MML command window of the service ME on the client.
    1. Run ACT LICENSE to activate the license again, and then check whether the fault has been rectified.

      • Yes: No further action is required.
      • No: Go to 17.

    Check whether a module is faulty.

    1. Check whether ALM-1003 Module Fault is displayed in the Browse Alarms window of the client.

      • Yes: Go to 18.
      • No: Go to 19.

    2. Rectify the fault by following the procedure for handling ALM-1003 Module Fault. Then, check whether ALM-1003 Module Fault is cleared.

      • Yes: No further action is required.
      • No: Go to 19.

    Check whether the ESN specified in the license file is different from the ESN of the NE.

    1. Run ACT LICENSE to check whether the command output is The license is invalid because its ESN does not match.

      • Yes: Go to 20.
      • No: Go to 23.

    2. Run DSP ESN to query the ESN.
    1. Check whether the ESN in the command output of DSP ESN is the same as that specified in the license file.

      • Yes: Go to 23.
      • No: Go to 22.

    1. Apply for a new license based on the ESN and run ACT LICENSE to activate the license. Then, check whether the fault has been rectified.

      • Yes: No further action is required.
      • No: Go to 23.

    2. Use the Information Collection Tool to collect items in Common fault analysis scenario.
    3. Contact Huawei technical support engineers to rectify the fault.
