EFM is a basic feature of a switch and is not under license control.
Feature Support in V200R019C10
All models of S9300 and S9300X series switches support EFM.

Feature Limitations
EFM cannot be configured on logical interfaces.
In earlier versions of V200R005, EFM cannot be configured on Layer 3 interfaces or member interfaces of a Layer 3 Eth-Trunk.
The SA series cards and LE2D2X48SEC0 can only work in the active mode in EFM remote loopback.
