Possible Cause
The DHCP server does not exclude manually configured IP addresses from the address pool.
Verification
Disable the network adapter of the client or disconnect the network cable. Then, from another connected host, ping the conflicting IP address. If you can ping the IP address, it is manually configured.
Solution
Change the host's manually configured IP address.
Exclude the conflicting address from the DHCP server's address pool. If the device acting as the DHCP server uses an interface address pool for address assignment, run the dhcp server excluded-ip-address command. If the device acting as the DHCP server uses the global address pool, run the excluded-ip-address command.
Release the conflicting IP address on the client and apply for a new IP address. The following uses a PC running Windows 7 as an example: Run the cmd command to enter the DOS environment, run the ipconfig/release command to release the IP address, and run the ipconfig/renew command to apply for a new IP address.
