Other network elements are required to support Smart Link and Monitor Link functions.
Licensing Requirements
Smart Link and Monitor Link are basic features of a switch and are not under license control.
Association between Smart Link and VPLS or VLL can be only used on the device enabled with MPLS. On the S12700 series switches, the MPLS function is under license control and is unavailable by default. To use this function on the S12700 series switches, apply for and purchase the license from the equipment supplier. On the S12700E series switches, the MPLS function is not under license control.

Feature Support in V200R019C10
All models of S12700 and S12700E series switches support Smart Link and Monitor Link.
Feature Limitations
On the SA series cards, Smart Link cannot be configured to notify the VPLS or VLL module of link switching.
On the switch XGE interface connected to the ACU2, ET1D2IPS0S00, ET1D2FW00S00, ET1D2FW00S01, or ET1D2FW00S02 card, Smart Link cannot be configured to notify the VPLS or VLL module of link switching.
