# establish interface Tunnel1/0/0
[NE40A] interface tunnel 1/0/0
# confiugre the IP of interface Tunnel1/0/0
[NE40A-Tunnel1/0/0] ip address
# confiugre the encapsulation mode of Tunnel
[NE40A-Tunnel1/0/0] tunnel-protocol gre
# confiugre the source address of Tunnel1/0/0
the IP of Ethernet 2/0/0
[NE40A-Tunnel1/0/0] source

Root Cause

Configure Nexthop to the physical interface address of the peer GRE Tunnelinterface-name is the tunnel interface.
currently NE40 can re-direct packets to the GRE interface from other interfaces, but it cannot re-direct packets to the other interfaces from the GRE interface.
