P router in MPLS work as Route Reflector for VPNV4 Addresses

Issue Description

P router is configured as Route Reflector to Reflect VPNV4 Addresses to Route reflector Clients(PE1,PE2,PE3)
Different VPN-Targets can't access each other 
VPN1 export VPN-Target 100:1 and import 100:2
VPN2 export VPN-Target 100:2 and import 100:1
VPN3 export VPN-Target 100:1 and import 100:1

Alarm Information

CE1 can't access CE2 
CE1 can Access CE3

Handling Process

you have to Add the command in the BGP View:
undo policy vpn-target

Root Cause

Route Reflector Configured in ipv4-family vpnv4 performs by default 
VPN-target filtering for  VPNv4 routes
 ,i.e ,only equal vpn-targets can access each other
