For BGP routes in a MAN, NE5000E could learn it through either IBGP neighbor or EBGP neighbor. However, no matter how to adjust the BGP attribute, the NE5000E prefers the route learned from EBGP.
Set the preferences of both IBGP and EBGP to the same value, and it will select BGP route according to the attributes.
Executing disp c c bgp command finds that BGP is configured with a preference: preference 20 200 200 (The first parameter is EBGP route preference, the second IBGP route preference, and the thirdLocal created route preference). The preference of EBGP is the highest, so it is preferred.
When NE5000E selects BGP route, it first compares the preference of BGP, and then compare the attributes of BGP.
