Software version VRP5.1 release 0212
Customer complain that Route policy applied to default-route-advertise has no efect on NE40.
The config is as following:

rule 10 permit source 212.x.0.0 0.0.63.255
rule 20 permit source 212.x.128.0 0.0.127.255
rule 30 permit source 217.x.96.0 0.0.15.255
rule 40 permit source 213.x.128.0 0.0.31.255
rule 50 permit source 194.x.0.0 0.0.127.255
rule 60 permit source 80.x.112.0 0.0.15.255
rule 70 permit source 66.x.104.0 0.0.1.255
peer 192.168.242.2 default-route-advertise route-policy DEFAULT-BGP
route-policy DEFAULT-BGP permit node 100
if-match acl 2001
The two commands are different.
1.peer 192.168.242.2 default-route-advertise route-policy DEFAULT-BGP
this command is that router advertises a default route to this peer without condition. the route-policy is used to add some attributes to this default route and "if-match" is configured,this route may be filtered.
2.peer x.x.x.x default-route-advertise conditional-route-match-any x.x.x.x x
this command is that router advertises conditionally a defautlt route to the peer.the conditional-route-match-any is the condition by which the router will advertise the default route.
Problem has been solved but not using route-policy but use peer x.x.x.x default-route-advertise conditional-route-match-any x.x.x.x x
