There is Alarm at SDH of NE5000E POS because Optical Power of the Interface is too Large

Issue Description
In the deployment of NE5000E at some site, there is SDH alarm while using disp int pos */*/*. It is Huawei wavelength division device offering transmision for NE5000E.

Handling Process
1. Test optical power with optical power meter: It is in normal range and is -6.5db.
2. The receiving optical power is -2.83db. The interface is 2.5G and wavelength is 1310, 2KM. The receiving optical power range of POS is from -3 to -10. The optical power of over-load is -3db. The wavelength division device sends the optical power too small.
3. Add -5db attenuator at ODF and the problem is solved.
Root Cause
The displayed meaming of SDH alarm: The optical power of the interface is too large or too small. 
1. Test optical power of each interface in this project.
2. Make use of SDH alarm information of the interface of the device and check the link.
e.g. if there is the following alarm at SDH, it is inferred that intermediate transmission or opposite device is problematic
