What is the difference of routing policy and policy routing?

A:
(1) For routing policy, based on destination address  the route is forwarded according to routing table. For policy routing, the route is forwarded based on policy. If it fails, it is forwarded according to routing table.
(2) Routing policy serves for routing protocol and routing table. Policcy routing serves for forwarding policy.
(3) Rouing policy is intelligentized  and finishes policy with routing protocol. Policy routing is non-intelligentized and the route is forwarded according to policy by manual next-hop.
